Evaluator: James Chipman

Age: 25 yr
Height: 6-3
Weight: 230 lbs
Hits/Throws: R/R
Acquired: 2017 Draft, Round 5
RuleV: Eligible

Physical Description: Ideal pitcher's build. Tall and sturdy. Broad shoulders; average upper body; soft middle; high waist; long levers. Power bottom; strong thick legs. Physically matured. Missed most of the 2018 season with blood clot issues in his pitching shoulder. Multiple undisclosed IL trips in 2019.

Delivery & Mechanics: Stretch only; drop and drive. High 3/4 arm slot, above-average arm speed with a max effort delivery. Violent, inconsistent mechanics; inverted w. Early hand break exposes ball behind the back; minimal deception from modest leg kick.

Fastball: Plus velocity with modest movement profile. Sits 93-95 t97; predominantly flat with mild tailing action. Control over command. Average offering that likely plays closer to above-average out of the bullpen where velo likely ticks up. Grade: 55

Curveball: Hard power curve. Sits 80-83 with tight rotation and deep 11/5 shape at its best. Arm slot wanders occasionally giving it unintentional slurvy depth. Shows the willingness and ability to throw it for strikes early in counts; best utilized as a spike chaser beneath the lower third. Legit put-away hammer when it's on. Occasionally flashes plus; realistic above-average potential. Grade: 55

Changeup: Low usage offering. Sits 86-88 lacking optimal velo separation. Firm tumbler; insufficient fade. Lacks feel and consistency; frequently neglects to maintain arm-speed, guiding it to the plate. Likely scrapped in a relief role. Grade: 30

Control and Command: Keeps the ball around the zone; elevated walks a product of chasing strikeouts and violent inconsistent mechanics. Predictable FB heavy sequencing early on, and CB for the strikeout. Most of these issues are likely mitigated when he's moved to the bullpen. Control: 40 | Command: 30

Overall: Otto's biggest obstacle is his health, he simply needs to prove he can stay on the field. The profile is much easier to palate with even modest command gains. His fastball and power curve are likely solid enough on their own to keep him in the conversation when filling out a bullpen. Overall there's modest role-40, low leverage or long reliever potential; with a more realistic outcome a role-30 high minors up and down depth arm.
