Physical Description: Athletic body with average frame. Lean and lanky with long limbs. Wide shoulders with room to add muscle. Round butt, but not large. Thighs have some thickness, but room for more. Athletic package that appears to move well all together. Projectable frame.
Delivery & Mechanics: Three quarters arm slot with moderately high effort. Leg kick comes up high on the chest before he dips deep into the glutes and rides down the mound. Arm is on time, if not a little early. Separation looks good in limited samples. Average to above average arm speed. Delivery has become more athletic since his amateur showcase, getting deeper into his glutes which will help lower release.
Fastball: 88-91, T94. Prominent tail. Attacks with it, but content to steal a strike by running it back over the outside corner gloveside. Seems to have solid feel and command for it. Ran it by multiple hitters in limited looks, especially up in the zone. Currently below average, but should grow into more velocity as his body matures. Grade: 50
Curveball: 74-76. Big, vertical breaker with a 1-7 shape. Throws out of the zone for whiffs, but not afraid to try and steal a strike. Inconsistent right now, but the best ones flash plus with sharp break. Typically, less sharp but appears to play well off the high fastball. Tends to locate too far from the strike zone to get hitters to chase. Grade: 45
Changeup: 79-82. Sells it well with armspeed. Nearly identical to fastball. Some fade to it. Gets weak swings and whiffs below the zone. Struggles to locate a little. Likely to be his out pitch and potentially his best pitch overall if it continues to develop. Grade: 55
Control and Command: Always around the zone and seems to have a plan on where to locate. Keeps hitters on their toes by pounding them with strikes. Has trouble locating chase pitches close enough to be competitive at times. Control over command, but has a knack for finding edges. Control: 50 | Command: 45
Overall: Rosario is a young but exciting right-hander with a projectable frame that should add velocity and allow his fastball to get to average. The stuff isn't overwhelming, but he appears to have solid feel for his changeup already and could be a plus pitch if everything breaks right. Average control allows him to pound the zone with strikes. His ceiling will live and die with his ability to add good weight and in turn, velocity. If things break well, he has a shot to be a back end starter. If not, his FB/CH profile is best suited for long relief or emergency depth.
